The doctoral thesis: “The provincial Party Committees in the Red River Delta leadership the construction of defense zones in the current period” belongs to major: development of the Party and State Governance of PhD Candidate Le Minh Long, training course: 34 (2018-2021). New academic and theoretical contributions: The thesis contributes to clarifying the theoretical and practical basis of the provincial Party Committees in the Red River Delta leading the construction of the defense area. Firstly, to study and explain clearly the theoretical issues about the leadership of the provincial Party Committees in the Red River Delta for the construction of defense zones, which focuses on conceptual content, leadership method of the provincial Party Committees in the Red River Delta to lead the construction of defense zones. Second, the thesis analyzes and properly assesses the current situation, clearly stating the reasons and drawing on leadership experiences in building defense zones of the provincial Party Committees in the Red River Delta from 2008 up to now, pointing out the causes and 5 lessons learned. Thirdly, the thesis proposes solutions to strengthen the leadership in building defense areas of the provincial Party Committees in the Red River Delta until 2030. New points drawn from research and survey results: The thesis proposes 6 solutions to strengthen the leadership of the provincial Party Committees in the Red River Delta in building defense areas until 2030. Firstly, raising awareness and responsibility of the Party committees, authorities, sectors, levels and people on the task of building defense areas. Secondly, strengthening leadership to build a strong political system to meet leadership requirements, direction, management and administration, and effectively organize the implementation of the task of building defense areas. Thirdly, renovating the content and leadership methods of the provincial Party Committees in the Red River Delta to meet the requirements of building defense zones in the current period. Fourthly, leading the building of a strong and comprehensive local armed force is the core in building defense areas. Fifthly, continuing to thoroughly grasp and well implement the leadership mechanism for building defense areas, promoting the roles and responsibilities of the components in the mechanism for the task of building defense areas. Sixthly, regularly doing well the inspection, supervision and preliminary review, summarizing to promptly draw lessons on leadership in construction and operation of the defense areas.
